Census Substitutes
State Papers of 1609
In addition to the information above, the following was added to the State Papers of 1609 from the proceedings held in Lifford. A few years earlier an event occurred which was known as the ‘Flight of the Earls’. The proceedings in 1609 were held to determine how the ‘Earls’ lands should be divided and who would get the spoils:
Kilbeg Parish
Herenaghs the sept of Clanmagonegill; McGillaspeck;
or freeholds:
Kilbeg parish, in the same barony, contains 3 ballibetaghs, of which 1 1/2 qr. is
herenagh land, of which the sept of Clanmagonegill is herenagh, the bishop has 1 bal.
of Kilbeg qr., called Fughe, to find him horsemeat when he comes to the parish, and
therefore the herenagh pays to the bishop of Raphoe out of that bal. but 3s 4d, and
out of the residue of the herenagh land 52 meathers of [ ] and 13s 4d pension
out of the bishop's thirds of the tithes; the bishop of Raphoe is parson, the vicar pays
4s Ir. proxies to the bishop, the tithes and repairs are as in the preceding parishes,
the parson and vicar have 2 gorts of glebe between them, one moiety of the royalty of
fishings and other duties mentioned in the bishop's register belong to the bishop, and
the other moiety to the McSwynes; McGillaspeck is herenagh of Killrean qr. in this parish,
and pays yearly thereout to the bishop, 13s 4d and some refections when the bishop goes
thither;
1609 Pardons List
Many Irish were given a pardon after the ‘Flight of the Earls’. Hugh Mccongan, Neale McCongall are the only two names I could find that may have some relationship to the clan McGonigle.

The first modern Irish census was taken in 1821; however, through a series of misfortunes, wars and fires most of the early census records were destroyed. The 1901 census appears to be the earliest intact census. Due to the dearth of Irish census records, genealogists depend on what are known as census substitutes. I tried to find all those that applied to County Donegal and included those below. Church records for all we know are still intact; however, very few of these records can be found online. To view baptismal, marriage or death information you would need to contact either the National Archives of Ireland or contact the parish where these ancestors lived. Please remember that there was no standard for English spelling in the sixteenth or seventeenth centuries. Consequently, one sees many, many variations of the same surname.
Civil Survey of 1654
The
Civil Survey of 1654 was the result of statutory commitment in England to pay
adventurers, and delinquent payments to officers and soldiers. These
obligations were to be satisfied by allotment of Irish land, and to determine
the extent of existing ownership. The Parliament in England ordered an inquiry
to determine authentic information from the old inhabitants of Ireland. The
order required the determination of value and ownership as if it were year1640.
This is one of the earliest surveys existing for Ireland; however, there are no entries for McGonigle, Murrin, McClosky or Timoney found in the Barony of Boylagh and Banagh. The parish of Killybegs can be found inside this barony. This survey only included the names of the large landholders in Ireland, and the following large landholders were found in the Barony of Boylagh and Banogh. The two Civil parishes, Upper and Lower Killybegs, are both found in the barony of Banogh. I included information from this survey for information only.

1659 Poll Money Ordinances
This is possibly the most valuable document for this period, giving access to a Country wide index of major inhabitants and distribution of population. This is the only known Country wide Census earlier than 1821. It is divided by County, barony, parish and Townland. For an area it gives the number of English, Irish and Scottish. It also shows the names and occupation of some of the more prominent people in an area known as "Titulado". Also of great value is an index of the most popular names in a barony which can be of great use in locating Ancestor with a sufficiently unusual surname. This is sometimes known as ‘Pender’s Census’.
This tax was organized for the collection of money to run the Army. It lists a large number of people appointed as official collectors by County.
The following shows the number of surnames entered for each parish. These indicate the head of household and does not include other family members. Unfortunately, nothing exists of this survey to show where these people lived. O’Conaghan and O’Conighan are other early variations for McGonigle in this barony, especially in southern Donegal. Eleven families with these surnames appear on this list. Below I added a listing that shows where the great families could be found clustered in this part of Donegal. Killybegs is located in the Barony of Banagh.

1665 Hearth Money Roll
This was a tax placed on the number of hearths found in each household, and is considered a census substitute for Ireland. I highlighted names I thought had some relationship to the McGonigle clan. The following is information I found online regarding this tax:
A RETURN of the several HEARTHS fireing places and stoves
within the county aforesaid by virtue of an Act of Parliament
for establishing an additional revenue upon his Majesty his
heirs and successors for ever for the better support of his
and their honour and dignity to us and others his Majesty's
Justices of the Peace in the said County directed.
