I accidentally stumbled on this article which identifies the other drowning victim as Phil's cousin. As this came from a central Iowa paper, no doubt it was sent to different parts of the country in what would have been an early news wire type system. Earlier we assumed the second drowning victim was a cousin because of the surname. We did not know for sure - now we know.
